Waypoint measurement settings

Hi,
I do have one question regarding the settings for waypoint measurement.
There's the possibility to define how often a waypoint for a track should be recorded. This setting can be done "by time" and/or "by distance".
So, what I'm not sure about is, how these two settings play together. Do both settings have to be fulfilled to record a new waypoint? Or is a new waypoint recorded when one of these settings is fulfilled?
