Unable to start Oruxmap desktop

I cant start Oruxmap desktop in vista, it just says that "java is not a valid command" and yes i have java installed can anyone please advice me?

Open a console; execute: java -version

If you do not see something similar to: java version "1.6.0_16"
then you have a problem with the installation of java. Vista can not find java.exe.
