Setting North-South , East-West offset values

Ability to offset the Map a certain amount in two dimension to workaround Chinese government's need to fudge map coordinates, making GPS/Maps inaccurate up to 500m

I need this badly too.

I know of the "tweak" function that does this, but it is not permanent so not very useful for this purpose.

Does anyone know whether the offset is the same everywhere in China?

Currently I'm measuring an offset of 180m at 60 degrees in Shanghai, I recall similar values in Tianjin.
