Hi;
I think they have closed direct downloads.
403 Forbidden
nginx/0.6.39
For using Geoportal; we should decipher the url codification:
http://ars.geoportal.gov.pl/ARS/getTile.aspx?service=BDO&cs=EPSG2180&fileIDX=L2X8Y5.png&DateStamp=20081006

Re: Maps from cycloserver doesn't working
It seems that Cykloatlas protects its maps with some short-lived password system. I have managed to get them using a sniffer and Apache, but I don't think it would be advisable for OruxMaps to break this protection.
As for Geoportal, there is a program "MapoTero" which can download its maps in the Ozi Explorer format, and then we can use Orux Maps Desktop to convert it. But it is not very convenient (OziExplorer especially that MapoTero is rather hard to use). The most useful maps here would be probably the scans of the old topographic maps, and I have found out that the link is like
http://sdi.geoportal.gov.pl/wms_topo/wmservice.aspx?service=WMS&request=GetMap&version=1.3.0&CRS=EPSG:2180&layers=TOPO_50_92&bbox=500000,170000,510000,180000&format=image/jpeg&styles=&width=1000&height=1000
where "TOPO_50_92" is one of the maps (TOPO_10_42, TOPO_10_65, TOPO_10_92, TOPO_25_65, TOPO_50,42, TOPO_50_65, TOPO_50_92, TOPO_100_80; I think the first number is zoom (e.g. 1:50000) and the second number is date (e.g. 1992)). You can find out the translation from bbox coordinates to degrees on the website (I don't know whether this is simple, I don't understand these coordinate systems yet). Other parts should be self-explanatory.
I am not sure about the legal status (it seems to allow non-commercial use only, and not allow third parties to share the maps; but OruxMaps would not share them...).
